Elder-care centres bring more deaths

Residents of two Woodlands HDB blocks are worried that building an elder-care centre at their void decks may mean more deaths in the area.

Their concern comes on the heels of the Ministry of Health’s (MOH) plans to build an elder-care centre at the void decks of Blocks 860 and 861 at Woodlands Street 83.

…Upset residents from Blk 861 later sent a petition to Sembawang GRC Member of Parliament Ellen Lee voicing their opposition to the plans.

They gave eight reasons for opposing the plan, one of which was that there are not many elderly people living in the two blocks, as well as the reasons given above.

Foreseeing myself aging into a cranky old man who would rather play with jigsaw puzzles alone than burst into karaoke chorus with other old folk, I wouldn’t frequent a void deck elder-care centre myself when I qualify to use one. But to deny others of the opportunity to engage in stimulating social activities like group knitting  over ‘inauspiciousness’, when the same  people are likely to tolerate funerals in their void decks, is absurd. It’s ageism at work when the younger lot of a community do not treat our elders with the customary air of respect, but as a harbinger of death, viewing an elder-care corner not as a sanctuary from an otherwise boring and neglected existence, but a blotch on property value like a wasp’s nest in one’s basement. In fact, I’d be worried about deaths if there were no old people sitting around void decks, because otherwise they’d be at home  staring at walls, slowly emitting the smell of death and found only days after they have expired.

This obsession with all things cursed plagued Woodlands residents last year as well, with residents petitioning to replace a water tank in which a maid was murdered, in fear of consuming ‘blood water’.  Superstitions aside, it’s interesting how such facilities, which really serve as lounges for old people, have been euphemised since the idea was first conceived in the late seventies when void decks came into existence. In 1980, it was called a ‘community home for the AGED’, catering to the ‘destitute’ OLD FOLK with no one to care for them. Of course no one uses the word ‘aged’ anymore in the era of Botox and ‘active aging’, where our seniors are obliged to keep their minds active, continue to play a part in society and forget that they are all shrivelled up, wrinkly, wear dentures and incontinence pads, but can still boogie as well, if not better, than you. Today, people use ‘aged’ only on people who are a few days away from corpse status. The fact is using nice terms won’t make them look any less younger or die later, nor does it make ageing any more pleasurable or less inevitable.

Later in the eighties, ‘homes’ became ‘senior citizen clubs’, which means it’s not just a secure holding area for the elderly anymore, but a place with actual ‘activities’, of which you are a valued ‘member’ of the community. The first ‘day-care’ centre as we know it today was known as the ‘Henderson SOCIAL centre for Senior Citizens’, with its own mini-gym of sorts. In 2000, day-care centres adopted ‘resort styles’ with bingo and mahjong to entertain seniors. I wouldn’t be surprised if they serve up alcohol-free Mai Thais as a welcome drink. The authorities weren’t satisfied with these centres just being satellites of old folk’s homes or rehab centres anymore. With all the fancy naming and sprucing going on, these oldies better HAVE FUN and MAKE FRIENDS while at it. Perhaps that’s the whole point, with a name like ‘elder-care’ and ‘senior’s club’, most of us would ASSUME that our old folks are well taken care of and don’t need our pampering and attention anymore.

Not all’s gloom and doom for senior citizens’ corners these days, for society has imparted on the arthritic and grey-haired an aura of upbeat optimism, an unshakable determination to live their silver years to the fullest, and never has this manufactured, escapist denial of death and loneliness been more prevalent as it is  today. Which is fine by the way, and I may even embrace the illusion when my time comes, though no matter how much one transforms void decks into paradises on Earth as a psychic substitute for sedatives and real family, it wouldn’t soothe the pain of having to face inflated medical and hospitalisation bills, a misery which all the bingo, karaoke and rubber ball squeezing in the world can do nothing about.

  1. I agree with you 110%! As I wrote in Denise Phua’s FB, I think the objectors are ridiculous. Contrary to complaints, an elders’ centre is a plus for people with family of various age range.

    Only those single and selfish would adopt such an attitude. In any case, surely no HDB flat ownership encompasses the void deck! That being the case, what right is there to make a fuss?

    One last word: if there are no elders’ centres, it means Sgporeans don’t live beyond 50 or 60… that wld surely put us way down the international tables for health and prosperity. 😆

  2. I do agree that we need to look after the needs of the old and aged. However, as citizens we too have our basic needs and aspirations which we hope the government will consider too and not be too quick to prejudge or jeopardise just because of national policy or interests like looking after the aged and old. I find that there is a rising group of citizens who are unselfish in putting up their view…s on such matter of policy even though they are not directly the partisan to any government proposal. They deserve my commendations. They form the groups of active citizens who are prepared to spend time to give feedback for the good of all. The point made by many active citizens is a good point that government should not always act on pragmatism and convenience. Citizens have the right to expect that government does not do things for its own expediency – to save costs, to be popular with certain groups, citing national interests, ed of the government to look at is whether citizens should have their right to have their estate kept in tidy and value-add state not to be jeopardized for some narrower interests at their own expense. If you are the minister whose back door is being used as funeral parlour, will you have approved such a national project. My suggestion is for the government to be objective, lay down a siting policy to accommodate aged needs so that the citizens’ needs and aspirations are not overriden.

  3. Dear Minister Gan, Agreed that there is a difference, in term of scale. Policywise, it may be an opportunity to break ice with citizens over an important national issue – how to safeguard citizens’ interests in a more transparent and accountable manner. If not even if the whole proposal is eventually approved or even passed at parliament level, it will not truly win over people’s support like in the case of ministerial salary pegging, legally done by majority voting in parliament but not convincing enough to the people. I have suggested to feedback unit for many years that we have too rigid a government policy to maximise profits on lands. So far there is a reluctance on the part of M/W to make lands available for looking after of aged sick. It is time to review such rigid policy and allow certain non-intrusive site at empty lands next to MRT viaduct close to facilities to be set up as regional centers to serve such aged care on a pilot scheme with such lands leased out to allied institutions like Ren Ci to provide inclusive comprehensive care with economy of scale for care of all classes of aged ill. You will enjoy economy of scale as these institutions are already established taking care of aged ill except that their costs are still high. In Malaysia, dialysis charge is only around S$100 plus pm. If there is a will there is a way. Sorry to bother you with such unconventional idea. Who knows. It may be just the needed change.

    Thanks. Indeed some of these facilities for the aged may be built on vaccant land next to transport hubs, as you suggested. But given the ageing population, we may need more facilities within the community. You can email me if you have detailed suggestions.

  5. Suggestions sent to Minister Gan via email. He said the interests of all parties will be taken into consideration including the residents who objected to void decks being used for such purpose. He is open to the suggestion by locating elderly care centres at regional transportation hubs and the need to ensure the costs will be competitive, so that the ECC will serve all better. So there is no need to pitch on the divisive issue of objections on use of void decks which of course need to be more carefully considered taking into account all parties affected.

  7. Build facilities for the aged next to transport hubs?!? Don’t be so naive lah. Govt will rather burn down your HDB block than to do that. Seriously.

    And btw, you don’t “own” your HDB flat. You’re merely leasing the flat for up to 99 yrs. HDB and govt can still dictate terms to you, as you are merely the lessee i.e. long-term tenant. True ownership still resides with HDB and govt, i.e. they are your landlords.

    Moreover, the void deck and common corridors of HDB blocks are public property. They don’t belong to the residents. They belong to the true owners — HDB and govt. So they can do whatever they like as they are the real owners.

    Finally there is no more voting until 2016, so all your KPKB falling on deaf ears. Even if your entire block of HDB flats gonna vote for opposition, that is still just a drop in the water for PAP. They rather make the big property developers and elites happy by ensuring only nice condos and shopping malls get built next to transport hubs.

  8. Yes, HDB flat owners (me included) need to be more tolerant and accepting that we do not own the property we live on & to learn to empathize with the needs of an aging population. Although I have no physically unwell elderly folks in my family to worry for, I can understand where the gahmen is coming from in this area. I wouldn’t want an elderly lao kok kok ah ma to have to travel at that age and stage to a centre and back everyday. Having a nursing home downstairs will definitely benefit her and her family physically, emotionally and financially.

    If any of us HDB heartlanders feel that HDB is a landlord we cannot tahan, then those of us should go live in a condo run by a condo management whose policies they agree with. Condo confirm you have say and confirm no nursing homes at the common spaces shared by residences. 🙂

    Someday we will all be silver haired and lined with age, right now you are batting for the “against” team and someday you will bat under the “for” team with regards to such policies. Let’s all learn to empathize and have more heart. Someday these elder care centres will benefit your family or yourself- you never know. :p
